Has anyone figured out a good inexpensive provider of IOT SIM cards?

I’ve found a few that only offer bulk contracts, but it’s on the order of $2 a month per sim. Has anyone found a retailer? I’ve considered freedompop but the lack of 2g on ATT is an issue for the really cheap radios.
